POTENTIAL SYNERGY OF POLICIES FOR INCENTIVE DEBENTURES AND GREEN BONDS FOR THE DECARBONIZATION OF THE NAVIGATION TRANSPORT SECTOR

The decarbonization of the waterway transport sector, which is capital intensive and has a long-term maturity, is an activity that has stood out internationally. However, zero-carbon ships are more expensive than conventional ships, and the need for financial and public institutions to offer additional financial tools and incentives to facilitate the path to decarbonization, which may be done through the issuance of bonds by the companies interested in.
Since 2011, with the implementation of the inventive debentures for infrastructure, the national market has had a public policy to encourage the financial structuring of infrastructure projects with the private sector, including logistics and transportation projects in the naval sector. The improvement of this policy in 2020 brought a clear incentive for projects that provide environmental benefits.
The commitments assumed by international organizations and large investors corroborate the relevance of climate issues have come to represent in raising funds for the development of large projects. However, high levels of transparency are required by investors in the green bond or climate bond market.
