EVOLUÇÃO HISTÓRICA DA CONVENÇÃO SOLAS E SEUS IMPACTOS NA SEGURANÇA MARÍTIMA

O presente artigo tem por objetivo analisar a Convenção Internacional para a Salvaguarda da Vida Humana no Mar (SOLAS), a qual estabelece padrões mínimos relativos à construção e à operação de navios, com o intuito de demonstrar como as prescrições referentes aos sistemas e equipamentos de bordo para navegação foram incorporadas ao longo da sua existência e examinar a sua influência na segurança marítima. Em face às cinco versões publicadas entre 1914 e 1974, e emendas subsequentes, constatam-se diversos ajustes em cada edição, os quais refletem a conjuntura histórica e as inovações tecnológicas de cada período. Nesse sentido, este trabalho investigou as alterações históricas da Convenção, com ênfase no capítulo dedicado à segurança da navegação, destacando suas relevantes reformulações e abordando os instrumentos e sistema de navegação de bordo implementados ao longo desse percurso, evidenciando sua importância para a garantia da segurança no mar. Por meio dos métodos dedutivo e qualitativo, apoiados na pesquisa documental e bibliográfica, destaca-se que as sucessivas revisões na Convenção contribuíram de maneira significativa para o fortalecimento da segurança marítima.
